Imported items massive changes in duty structure proposed by NTC


The National Tariff Commission (NTC) has proposed massive changes in duty structure on different imported items including duty reduction from 20 to 10 percent in the import of carbon, petroleum resin 20 to 5 percent, tubes/pipes from 20 to zero percent, 25 percent regulatory duty on the import of capacitors and 20 to 15 percent duty reduction from 20 to 15 percent in budget (2016-17).

Sources told Business Recorder that the NTC has proposed duty reduction on the import of carbon (carbon blacks and other forms of carbon not elsewhere specified or included)-other (Carbon Black) from 20 to 10 percent, polyacetals, other polyethers and epoxide resins, in primary forms; polycarbonates, alkyd resins, polyallyl esters and other polyesters, in primary forms.

Hetron Resin from 20 to 5 percent, petroleum resin 20 to 5 percent, tubes pipes and hoses Other, not reinforced or otherwise combined with other materials, without fittings from 20 to zero percent, BOPP Films Plain-Capacitors Grade presently subjected to 20%/10% vide SRO-565(I)/2006 and it is recommended BOPP Film (Capacitor Grade) should be included @0% custom duty in Pak-China FTA and RD of 25% may be imposed on import of capacitors, paper and paperboard, coated, impregnated or covered with plastics (excluding adhesives) (Release Paper) from 20 percent to 15% ad val (SRO 565 (I)/2006).

NTC has further proposed duty changes on the import of printed books, brochures, leaflets & similar printed matter- in single sheets, whether or not folded. It proposed removal of tariff anomaly as the CD rate on raw material for printing industry, ie, paper & paperboard is higher (@20%) than its finished product, ie, printed material (@2-10%) and replace 10 percent duty and 17.5 percent RD with zero percent duty on the import of carbon Steel Strip having width of 22.2mm and thickness of 0.098mm.

It proposed reduction in duty from 15 to5 percent on the import of synthetic organic colouring matter, whether or not chemically defined; preparations as specified in Note 3 to this Chapter based on synthetic organic colouring matter; synthetic organic products of a kind used as fluorescent brightening agents or as luminophores, whether or not chemically defined-Pigments and preparations based thereon (Organic coloring matters-water based) and pigments and preparations based on chromium compounds-other (Scarlet Chrome, Horna Molybdate orange) from 15 to 5 percent.

NTC proposed that the paints and varnishes (including enamels and lacquers) based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in a non- aqueous medium; solutions-other (Polyurethene resin) from 20 percent to 15% ad val (SRO 565 (I)/2006) and reduction in duty on the import of Palm Acid Oil from 10 percent to MFN duty @ 0%, Palm Kernel Fatty Acid Distillate from 15 percent to MFN duty @ 5%, Mixture Fatty Acid from 15 percent to MFN duty @ 5% and Mixture of Luric Fatty Acid from 15 percent duty to MFN duty @ 5%.

It is further proposed to reduce duty from 15 to 5 percent on the import of finishing agents, dye carriers to accelerate the dyeing or fixing of dyestuffs and other products and preparations (for example, dressings and mordants), of a kind used in the textile, paper, leather or like industries, not elsewhere specified or included. – Of a kind used in the paper or like industries (AKD Wax, AKD Emulsifier) and 20 to 5 percent duty reduction on the import of polyacetals, other polyethers and epoxide resins, in primary forms; polycarbonates, alkyd resins, polyallyl esters and other polyesters, in primary forms. (Hetron Resin).

NTC also proposed that in case of other printed matter, including printed pictures & photograph, it has been proposed removal of tariff anomaly as the CD rate on raw material for printing industry, ie, paper & paperboard is higher (@20%) than its finished product, ie, printed material (@2-10 percent).

NTC has also proposed duty reduction from 10 to 5 percent on the import of glass beads, imitation pearls, imitation precious or semi- precious stones and similar glass smallwares, and articles thereof other than imitation jewellery; glass eyes other than prosthetic articles; statuettes and other ornaments of lamp- worked glass, other than imitation jewellery; glass microspheres not exceeding 1 mm in diameter.-Glass microspheres not exceeding 1mm in diameter.

NTC has also proposed reduction in duty from 20 to 5 percent on the import of Printed Circuit Board of up to 20 layers (Roger) and Vacuum Circuit Breaker 15KV – 17 kV (Cassette Type). Ministry of Commerce has endorsed certain budget proposals of the Pakistan Automobile Spare Parts Importers & Dealers Association.

PASPIDA has proposed duty reduction from 35 to 10 percent on the import Weather Strips for Automotive Vehicles and Hoses, For Automotive Vehicles and from 35 to 10 percent on the import of air Hose, Brake Hose, Fuel Hose, Radiator hoses, Water Hoses and etc and 35 to 10 percent duty reduction on Air Hose, Brake Hose, Fuel Hose, Radiator hoses, Water Hoses and etc.

The association also proposed that the duty on the import of Friction Material and items thereof be reduced from 35 to 10 percent. Through Commerce Ministry, ATTOCK REFINERY LTD proposed duty reduction from 20 to 2 percent on the import of Drain Hoses. Filament Yarn Mfg. Association has proposed enhancement in customs duty from 10 to 20 percent on the import of Polyester Filament Yarn or imposition of 10 percent RD.

Pakistan Steel Melters Association has proposed duty from 5 to 15 percent on the import of Billets and finished goods. Cellular Mobile Operators have proposed customs duty from 2 to zero-percent on the import of laptop Computers, Notebooks whether or not incorporating multi media kit and personal computers. It also proposed 10 to 5 percent duty on the import of sealed lead-acid batteries used in telephone exchanges. -Business Recorder
