ISLAMABAD: Prof. Ahsan Iqbal, Federal Minister for Planning, Development and Reforms on Wednesday said in order to improve the performance of officers of civil service, a mechanism of giving rewards and incentives should be evolved.
“Objective evaluations to check the performance of civil servants and performance management system should be evolved to enhance their capacity in national institutions”, he said addressing a joint meeting on Civil Service Reforms here.
He said that quality human resource has been employed to maintain merit, integrity and transparency in national institutions.
The meeting deliberated on setting up a monitoring, evaluation and deliverance mechanism.
The Minister emphasized that a roadmap for future, Vision 2025 and framework has been launched by taking all stakeholders on board and is being implemented with full vigor.
The Agenda of the meeting was to make reforms in performance of evaluation system, introducing better incentives for civil servants, reforms in training regime for civil servants,addressing redundancies in the public sector.
The Minister said that development is not possible without public sector reforms and “we are working with academia and research institutions to move forward in reform of Civil Service, Taxation System, Policing, Criminal Justice System and Education”.
The government was committed to facilitate the public “as much as possible” and he himself was reviewing the performance of his cabinet members on a regular basis, he added.
He said evaluation of government officers’ and staff’s performance should be done in a meaningful way so that maximum benefits could be brought forward to improve functioning and service delivery to the people.
Ahsan said international best practices should be followed by bringing about reforms in civil service besides considering the previous studies conducted domestically on the subject.
He said the salary structure of civil service must be improved to give better incentives to bureaucracy while strengthening their accountability mechanism.
The Minister said there in disconnect between the efficiency and performance,there in lot of best officers in ministries but institutions performs is not accordingly.
He said now secretaries are not performing accordingly as in the past and their is lack of capacity in them.
He said it was a point of concern that various officers, even at senior level, lacked competence and initiative which was affecting service delivery to the people.
