One window operation of CDA reduced corruption: NAB study


ISLAMABAD: One window operation at Capital Development Authority (CDA) has resulted in significant decrease in fraudulent practices, concluded a study conducted by a team of National Accountability Bureau (NAB).

On the directions of Chairman National Accountability Bureau (NAB) Qamar Zaman Chaudhry, DG (A&P) NAB conducted case study of working of one window operation in service delivery in CDA and Chief

Commissioner, Islamabad Capital Territory offices.

The purpose was to review and evaluate their performance in service delivery to reduce opportunities of bribe and fraud and streamline working in service delivery for the benefit of public at large.

In line with the directions of Chairman NAB, DG (A&P) NAB along with her team visited CDA one window operation and the Chief Commissioner’s Office ICT-one window operation.

The NAB team evaluated the working of the one window operation (OWO) in both the major public service delivery Organizations.

The operation in CDA is an old setup which was put into operation in the 1990s.

The one window operation has benefitted public in a big way.

It streamlined cumbersome procedures and make available services of major Directorates of CDA at a single point.

Thus obviating public contact at large number of counters at the respective Directorates, which used to be a cause of illegal hindrance and illegal practices.

During visit of NAB (A&P) team to Chief Commissioner’s Office, ICT-one window operation, it was observed that one window operation in Chief Commissioner’s Office, ICT was inaugurated on January 7,

for provision of different services to general public through a single window.

It was noticed that since one window operation in Chief Commissioner’s Office, ICT was inaugurated very recently which would take some time to gauge, it this has helped in lessening corruption.

The Chairman NAB Qamar Zaman Chaudhry said the concept of one window operation was to receive public requests, grievances, complaints in all such government departments to give prompt and

efficient response and services to the public at large at one single place with the purpose to reduce the culture of giving bribes to corrupt officials and to avoid lengthy queues in deficient facilities.

He said that corrupt officials are able to mislead public about laws and rules.

Therefore DG (A&P) NAB was directed to study the introduction of the one window operations in other public service and contact organizations.

A proposal in this respect will be prepared accordingly.
